FINANCE DEPARTMENT
Deals with the collection of council tax, rate rebates to private and council tenants, rent allowance to private tenants, rent rebates to council tenants, mortgage facilities, rate relief for certain disabled persons, gives loans and grants to local organisations from lottery funds and gives grants towards Village Halls.

ENVIRONMENTAL HEALTH DEPARTMENT
Health and Safety at Work, Health Promotion, Noise Abatement, Pollution Control, Pest Control, Recycling, Refuse Collection, House Renovation Grants, Private Sector Housing Conditions.

REFUSE COLLECTION
Detailed programme issued annually in April usually with Council Tax details.

RECYCLING CENTRE
Shepherds Spring Lane, off roundabout adjacent Focus in Andover.
West Down Car Park also at Stockbridge and Safeways and Tesco in Andover.

PEST CONTROL
Advice and control of rats, mice, vermin and insects free of charge at domestic premises. Charges raised for commercial premises. N.B. All users charged for eradication of bees, wasps and hornets.

HOUSING (Private Sector only)
Licensing authority for caravan sites. Provides grants for home insulation, home improvements and home adaptations for the disabled.

LEISURE AND TECHNICAL SERVICES DEPARTMENT DRAINAGE
Clearance of private drains and emptying of cesspits. Acts as agent to Southern Water Authority regarding sewage.

HOUSING DEPARTMENT
Deals with the allocation and re-allocation of council housing, the maintenance, minor repair and modernisation of existing properties and the erection of new. Collection of rents and general estate management of council owned
estates.

PLANNING DEPARTMENT
Details of planning applications received in the Northern Area Planning Department are published each week in the Andover Advertiser, as was the practice until October 2000. Neighbours/families likely to be affected by such applications are notified and advised that the detailed plans may be inspected at the Planning Department during
office hours. A copy of the Planning Application Notice is required to be displayed on the property concerned.

FORWARD PLANNING
Provides detailed District Plans, Conservation Areas and Development Briefs in accordance with the Hampshire County Council Structure Plan. Provides grants for historic buildings.

DEVELOPMENT CONTROL
Determines planning approvals and appeals to the Secretary of State. Deals with the protection of trees and buildings of architectural or historic interest.
